A 42 year old Southbury man who worked as a teacher in Waterbury has been charged with harmful communication with a minor. State police say Philip Carl Hughes allegedly sent inappropriate messages to a 16 year old student and was placed on administrative leave during the investigation. Hughes was released on a $50,000 bond and is due in court March 3.
