Combatting Bottle Refund Fraud

Connecticut lawmakers are moving to crack down on out-of-state fraud tied to its 10-cent bottle deposit, now the highest in the region. Redemption centers have seen trucks bringing in bottles from New York, Massachusetts, and even New Jersey—states with lower or no deposits. A proposed bill would require anyone turning in over 1,200 bottles a day to provide ID and license plate info. Retailers are pushing for barcode tech that blocks out-of-state returns. Lawmakers say such fraud is costing Connecticut bottlers and taxpayers hundreds of thousands of dollars.
