Connecticut’s Appellate Court has ordered a new trial for 58 year old Roger Brown, who has served more than 18 years of a 23-year sentence for sexually assaulting two girls in New Milford. Judges ruled police delayed his arrest for years and his trial lawyer failed to challenge it.
