Connecticut education officials signed off on a sweeping new framework aimed at helping the state’s more than 57,000 English learners. The guidance, four years in the making, pushes districts to boost bilingual programs, tighten instruction standards and strengthen family outreach. It also urges districts to hire and keep qualified staff and remove barriers that block English learners from advanced courses.
