The City of Danbury says a former city councilman has not fully complied with an order having to do with dumping. Halas Farm Market on Pembroke Road in Danbury is owned by Michael Halas, and city officials now say while there is no evidence that he is continuing to dump materials onto a city-owned property next to his family’s farm, that still doesn’t mean Halas is in full compliance with an outstanding cease and desist order meant to prevent further dumping.
